[Iplant-api-dev] Foundation API back in full production

Good news! The network issues from earlier today have been resolved by our service provider and the Foundation API is back in full production. All jobs that were submitted to the Jobs service during the outage have been resubmitted and are currently running or in queue. Notifications will be sent out, if requested, upon job completion.
