[Iplant-api-dev] queue time on fAPI

Two issues

1. The queues are long
2. The heartbeat jobs you are sending via the fAPI are depressing the iplant user’s FairShare ranking in the queue

It’s mostly the former, but the system has no way of knowing whether the job it just let us run was a real task or a heartbeat task.
