[Iplant-api-dev] Jobs Stuck At Pending

Hi All,

We have noticed something similar. We thought we were doing something 
wrong 8-)

Our jobs get stuck in a pending stage. One of the behaviours we are 
seeing is that the job's data gets staged but the staging of the actual 
App seems to be failing. We get deployment directories for jobs that 
have the data in them but not the App related files.

Without the Apps, the jobs can never run but the job also doesn't seem 
to fail...
