[Iplant-api-dev] max run time for agave apps

We should be validating job times as les than or equal to max but it looks like maybe that is not the case. Thanks for catching this.

I mentions this at one of our calls, but want to report that it happened again. If I specify the maximum runtime in a json as equal to the actual maximum (24 hrs for gpu or 48 hr for normal) I get the following error message when I try to upload the app:

"Invalid app.defaultMaxRunTime value. The defaultMaxRunTime must not exceed the defaultQueue max requested time of xx"

and have to change the runtime to either 23:59:59 or 47:59:59 before it will work.
