[Iplant-api-dev] max run time for agave apps

I mentions this at one of our calls, but want to report that it happened
again. If I specify the maximum runtime in a json as equal to the actual
maximum (24 hrs for gpu or 48 hr for normal) I get the following error
message when I try to upload the app:

"Invalid app.defaultMaxRunTime value. The defaultMaxRunTime must not exceed
the defaultQueue max requested time of xx"

and have to change the runtime to either 23:59:59 or 47:59:59 before it
will work.
