[Iplant-api-dev] Abnormal JOBS behavior on fAPI

Thanks for catching that. All foundation jobs are processing now. All Agave jobs were already running as expected.

It appears that all fAPI jobs launched yesterday and today are stuck in either pending, staging, or failed states.  No jobs seem to have completed (49117-49122, 49154-49160, 49251-49252).  We’re noticing this with multiple accounts and across multiple apps.  Other endpoints (apps, io, auth) seem to work normally.
