[Iplant-api-dev] Jobs service update

Several of you may have been experiencing job failures on Stampede. Stampede has been experiencing some issues with its $SCRATCH file system. We currently do not have a definite time table for the restoration of $SCRATCH. As a result, we've pointed Foundation at the $WORK file system until the $SCRATCH file system comes back online. You should see no change in the running of your jobs, however the high failure rate you saw before should disappear. Please resubmit any jobs you need to run that failed in the last day or two. They should run as expected now. Thanks for your patience and feedback.
