[Iplant-api-dev] sharing an application

Permissions should be set on the wrapper script. Also, you can't game the system publish your app into the public space by giving everyone access to it. You'd have to explicitly give everyone permission one by one. Even then, it would still show as a shared app to everyone. The model is to share it with the people who need it, and when it's in a stable state and people find value it in, contact us and we'll work with you to vet the app and push it into the public domain through a formal process.

This is not us just being difficult, either. Publishing an app has serious implications on provenance, reproducibility, and the commitment we provide over time to support it. As such it needs to be something we're aware of and agree to before it's unleashed on the public.
