[api-dev] Agave + HPC Applications Returned to Service

After dedicated effort by the Agave team and UA networking, issues reported last Friday have been resolved. HPC applications will return to service in the Cyverse DE tomorrow when business hours begin, and command line users should feel free to resume using the API for their work.
