[api-dev] Agave status

Also, when submitting jobs I, SOMETIMES, get this error:

400 Bad Request
{"status":"error","message":"Unable to locate application assets on
remote system. Remote server responded with: Failed to authenticate to
remote server.","version":"2.1.6-rbd07feb"}

If I try again it works...
