[Iplant-api-dev] Heartbeat jobs submitted via fAPI

Dear friends,

This is what happens when you use heartbeat jobs instead of relying on the system monitor services to determine if Stampede or other systems are available to run jobs - the iPlant role account loses priority in the queue. Please migrate away from this behavior if you are currently using anything resembling it.
