[Iplant-api-dev] multiple jobs finishing with status 'archiving_finished' but no data archived

Hi,

We're seeing a lot of our jobs, multiple jobs daily, close to 10% of all jobs, finishing with status "archiving_finished" but there is no data archived.... Can you please look into this?
