[Iplant-api-dev] v1 API error

The same change was causing both errors. We were trying to resolve
some errors that were showing up in the logs and it was causing other
problems. Changes reverted so it should resolve soon. The resource
servers take some time to reload the config and depending on which
resource server your file is located it may succeed or fail.
