[Iplant-api-dev] Agave API changes

Hi Cornel,

I want to echo Rion's sentiment regarding your feedback and apologize 
for the issue. I have deployed some changes that should fix the issue 
with the PUT request you were trying to make. I was able to issue a 
similar request on my account successfully.

We are continuing to expand our test coverage to improve our ability to 
identify these issues, but please continue to let us know if you run 
into additional problems.
