[Iplant-api-dev] not permitted to register apps in FAPI?

Let me speculate: The folder described in deploymentPath needs to be uploaded into iRODS before registering the application - the service checks for its existence on app creation to verify that you have rights to execute the code stored there. This trips me up once in a while - see if it solves your issue, and let me know if not!
