[Iplant-api-dev] Cluster in maintenance mode

Hi,

I've just noticed none of my jobs submitted via the FAPI to lonestar are 
getting in the queue and it looks like the cluster is under maintenance mode:
«Lonestar is currently in maintenance mode. Remote access
will be unavailable until after the maintenance is complete.»

In cases like theses, when a cluster is not accepting jobs, it would be nice 
to be able to send jobs to a different cluster (or call the same app, 
deployed on a different cluster).

So my questions is: is there a system that allows us to check the 
availability or the queue size of HPC systems?
